Game says my 2nd child will inherit an inexisting title even though I have high partition

Description​

The game seems to be using the confederate partitionn rules even though I have High Partition.

The tooltip says my daughter will inherit the Empire of Carpathia. It was never created by any character. I have High Partition succession type.

Open the save. Look at my 2nd daughter.
