I just downloaded the game from Xbox Game Pass. After turning it on in the launcher it starts loading and gets stuck on 79%. I've tried clean booting, turning on compatibility mode
for "Stellaris\Content/stellaris.exe", verifying the game files, and switching to window mode in the launcher game settings. I don't have any DLC or mods. Also, I played this game about half a year ago and it worked well without crashing, this problem arose after I reinstalled it recently.

Sorry to hear about your problems, but as I play on PC and never encountered anything similar I'm afraid I have no idea what could be causing it.

Maybe you'll have better luck asking the question in the console edition subforum. https://forum.paradoxplaza.com/forum/forums/stellaris-console-edition.1018/

Edit: So I was wrong, OP is playing on PC. It was me who was unaware that there exist an Xbox app for PC, whatever it does.

Right-click on stellaris.exe, properties, compatibility. Tick "disable fullscreen optimizations" untick every other box in that dialog, Apply, and exit.
Then in the launcher Game Settings menu, select the fullScreen display mode, Vsync off, refresh rate 60

If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log , exceptions.log

Sorry for the late response. After doing everything you said, I booted up the game and it got stuck at 79% again, but the game didn't stop responding it just never got past 79%, it didn't reply when I closed its window and the only way was to kill it using task manager.

I downloaded and ran DXDIAG. I have attached the file it created along with the settings.txt and pdx_settings.txt files below.

Please update that nVidia driver to 2024 https://www.nvidia.com/Download/index.aspx?lang=en-us

Reboot, THEN unload GeForce Experience if it is running.

AND free up some space on your boot drive, it is critically low
Drive: C:
Free Space: 2.6 GB
Total Space: 255.8 GB
Windows will not be able to swap anything out of memory to make room for this game or anything else. Try to get it up to at least 10% free space.

If those don't help, what happens if you unload every other app you can then run stellaris.exe directly from File Explorer?
