Game sync broken between xboxes and PC

Description​

When playing on my Xbox Series X the save games appear on my PC and on my XBox One (via cloud gaming). After playing on Xbox One or PC then going back to Series X, it doesn't sync. It just keeps what it had and overwrites what was saved on the other devices! So I lose all progress made via PC or cloud gaming.

Steps to reproduce​

Save a game on XBox Series X. Go to XBox cloud gamin or PC. Play a while. Save the game. Go back to Series X. All progress will be gone. I've tested it multiple times and gotten the same results. Series X overrides all other saves and doesn't even appear to try and sync.

Game Version​

PC is 1.1.5-65382 and also Whatever is on Xbox.
