Game Unavailable?

Recently i have purchased Europa Universalis: Rome through Steam. However when i try to start the game i get the error: "This game is currently unavailable. Please try again at another time." I tried downloading Microsoft C++ 2005 Redistributable Package but it didn't work either. Currently i'm not able to open the game.

I wrote this to Steam as well, but i didn't get any answer.

thank you very very much. i had downloaded the 2nd version of this or something like that from the link steam gave, your link actually solved my problem! thanks so much.

ah one more thing, since i'm a newbie, should i start from vae victis or should i play the game itself firstly? i mean is the difference between them contentwise or performancewise?

VV is the game itself, there are not two separate games. VV is an expansion that overwrites Rome.
