Do you have problem to create new games or your problem is only loading saved games?
You have 2 mods conflicting. Probably Combined CiM and the another one. It's Tokyo and USA folder. You have several duplicated objects.
If you only have problems loading saved games, and the game works fine creating new games, you need to delete the last mod you installed, probably the one that started the conflicts.
If your problem is with any game, try deleting settings.script in My Documents/Cities in Motion/

You need to identify the problem by knowing the following:
1) Game works with new games and doesn't work with saved games.
2) Game doesn't work with new or saved games.
