Game won't start 0x803F8001 Xbox one

The game worked fine earlier today. Now I having trouble starting it.
My Xbox game pass are active.
Earlier it reported that I needed to activate game pass, with errorcode 0x803f900a.

I have tried to restart, factory reset. Without any help.
Must be some kind of bug?

ok, so, trying to figure this out for a while today to no avail. one of the suggestions was to uninstall and reinstall it. i uninstalled it, it even said i can reinstall anytime from the store. i went to the store to do so,and it's charging me $10 (75% off). well, since ive been playing it for more than a year for free, and ive bought all of the add-ons, i finally said wtf and just did it. i looked in my orders history and it never showed that i already had it. so, perhaps that's what you're running into.

btw, game is running now. perhaps it will show up in steam and i can play it on my imac and start streaming for youtube now? we'll see...

I tried to Uninstall it to. And got the same message that I could install it any time. But didn't get any information that I needed to buy it.
Yesterday it cost $39,99 today it cost $9,99
So I need to buy it to get it to work.
It's a great game.

I got information from paradox on Facebook that the game pass on cities skylines was over. I have not seen any public information of that.

Now I gonna buy it. And probably won't get any more trouble :)
