From debug.txt I got:
[EOS SDK] [ERROR] LogEOS: Invalid CacheDirectory supplied in platform options, Path: C:\Users\<Username>\AppData\Local\Temp\, Error: Contained invalid UTF-8 code point

and my <Username> in OS contains Polish accented character. How can I set/ change this cache directory?

I'm not aware that you can, I'm afraid.

But let's make sure that is the problem. Can you please make or use another Windows user on this machine, using only unaccented Latin characters, and see if the game works when logged into Windows as that user?
 
I can log a bug on that, but it will take quite some time for that to filter through to a patch, if ever.

Can you change your original Windows user name instead?
 
Well ... this way or another - create a ticket on that bug. On other platforms I dont have problem like this.

About changing my original Windows user name for one game ... even if this is possible and maybe I will not break my OS ... I think this is not a correct way.
 
My point being that if I create a bug report, it may take weeks or months to get fixed, meaning you won't be able to play the game for that period unless you change your user name or log into the other user each time, which would not doubt be inconvenient as you say!
 
I have found a solution for this:

In my Windows 10:

Go to Settings -> Time & Language -> Language -> "Administrative Language Settings"
then check "Beta: Use Unicode UTF-8 for worldwide language support"

after system restart game works.
