There was no result. Steam App said Cities Skylines is working, but it wasn't.

Steps to reproduce​

I installed steam app, then installed Cities Skylines, then tried to run it from steam app button "play".

Description​

After trying various solutions from the forum I officialy gave up and decided to ask. I've installed the game from steam on my laptop (Intel i5-7300HQ CPU @ 2.50GHz with 16gb ram) from steam app. I was trying to uninstall and install again the game from steam app (of course i was also deleting the files manualy - the ones that unistalling didn't remove). I tried to reinstall PDX launcher alone, the game alone, both at the same time - all variations. There are no log files in the game folder C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Cities_Data, therefore i understand that the game doesn't even start, must be a problem with PDX launcher - it's screen doesnt even show up (there are only three processes in windows task manager, uninstall of PDX launcher doesn't work unless i stop the processes manualy). I tried running the game with " -noWorkshop -disableMods" but it didn't change anything. I attach logs from C:\Users\okool\AppData\Local\Paradox Interactive\launcher-v2\logs below. Additionaly I tried to force using nVidia card in 3d setting from nvidia control panel, and still nothing happens. I also attach dxdiag output log. I have tried it on a fresh windows 10 instance with all updates and updated drivers.

The funniest thing is the game worked one day earlier on a different laptop (Intel i5-7200U CPU @ 2.50GHz with 8 gb ram). After installing steam and Cities Skylines again on an older laptop it works with no peoblems.

Edit: Trying and trying to run the game somehow it happened that an output log file appeared in game's directory, so I attached it as well.

You can bypass the launcher by following these instructions:

Download the attached cities.bat.zip file
Extract from it cities.bat
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
