Gameplay - Karl Marx is discriminated against under State Atheism, but not under Total Separation

Description​

The Grant Leadership action on agitators says that it requires average acceptance of their culture to be greater than or equal to 60. However, this is somehow also taking into account the average religion of that culture instead of the actual religion of the character. Thus since most Ashkenazi pops are Jewish, Karl Marx, who is an Ashkenazi Atheist, can't be promoted to lead the Trade Unions because Jewish pops are discriminated against under State Atheism. You have to enact Total Separation to actually grant him leadership. The logic here should probably use the religion of the specific character being granted leadership instead of whatever it's doing now.

Steps to reproduce​

Get Karl Marx as an agitator and enact State Atheism and Cultural Exclusion (like in the save). Open the character panel for him and try to use the Grant Leadership action (you can't -- it says average acceptance for Ashkenazi isn't high enough). Now switch to Total Separation. You can now use the Grant Leadership action on him.
