The Jackals gang seems to be the only gang that keeps getting into fights every single day without much explanation. The other gangs are seemingly fine.

Do you have Gang Special Reputations enabled?
Jackals have a reputation modifier that makes them more violent towards staff if they're not outnumbered by Guards in that wing.
