Garbage Collection Issues in Pedestrian Zone

Version: Xbox Series X - non remastered.
DLC Installed: all paid dlc but financial district
No mods.

Hey all I am going for the Garbage Collection Issues achievement which is:

Have 5 garbage service points reach their capacity limit

And I am a bit stuck. I followed a guide that said:

Zone your entire city pedestrian zone.

Build 5 garbage collection points.

Set the edict to: Deliver everything (everything in the pedestrian zone uses the service point even if not on a pedestrian road)

Turn off all other garbage facilities.

Wait, the 5 delivery points will fill up.

Well I have done that, they have a flashing red trash can above it saying "garbage has piled up" (not the "site full" message landfills normally get) but no achievement?

I left it going so long that 2/3 of my city is now trash riddled abandoned buildings. I look at the pedestrian zone info panel and it says 0% on garbage collection, 0 trucks in use? Cargo is 100% though?

I then created a seperate pedestrian zone that is only accessible by metro, a single bit of road for the service buildings, and then high density zones all up and down. Still this garbage collection point isnt filling up?

Am I doing something wrong? I feel like I have missed something and not understanding properly.

Without seeing the guide, you must have misread it. If you have no active garbage facilities, where are the garbage trucks going to spawn from, to collect from the garbage collection points? The garbage collection points do not spawn garbage trucks, regular garbage facilities (landfill, recycling centre etc) send them to the collection points to pick up the garbage, and then they will return to the facility that spawned them

I thought that was because my waste treatment facilities were going to the garbage service points and collecting the garbage and removing it, so I turned off the waste treatment facilities but still the garbage level in the pedestrian area stayed at 0%. The image below shows my city is riddled with garbage in the background, but the garbage service points for show 0%.

The guide:

Put down one pedestrian service building anywhere in your city
Create a pedestrian zone covering your entire city
Click on the pedestrian zone name and navigate to policies and turn on "Deliver everywhere"
Wait a few minutes until you unlock the small garbage service building (needs 3 garbage trucks / week in the main service building).
Place down 5 of the garbage service buildings anywhere you like in your city and just wait 2-3 minutes until they hit capacity (the buildings will display flashing red garbage trucks) and the achievement will unlock when the fifth one is at capacity.

Point still stands: Only regular garbage facilities can generate garbage trucks to collect garbage. All the service point does is to focus the trucks to it, instead of trucks going past every building to clear the icons

As to why the collection point itself is at 0, try using a smaller area of ped zone instead of trying to fudge it by covering the entire map. Something is screwy with your ped zone (if you covered the entire city as one ped zone) since that window on the screen says you have zero residential squares, yet there are any number of high density towers in the background, all moaning about garbage
