zero trucks being sent out from garbage collection facilities such that the entire city is unplayable and being decimated by garbage collection issues

Steps to reproduce​

I have a saved game I am playing on Xbox series X where my city has been decimated by garbage collection issues. Despite multiple recycling plants, waste transfer facilitites, waste processing complexes, and recently, a whole lot of landfills; zero garbage trucks are being sent out.


This all started after I built a loop for a cargo ship to a cargo station, played the game before I had connected it to the road. The traffic has not and will not recover, and the garbage issues have become even worse since then such that the game is completely unplayable. There are no pathing issues in my city but the traffic has not recovered from this.


There used to be a lot more traffic on the roads but at the moment there's barely any. I have no idea what has caused this sudden drop in traffic, it's as if the roads are completely unusable.


Despite this, everyone in my city is dying or moving out due to waste issues. I have taken the following steps to resolve this issue:


- Removed all new buildings that could have a potential for pathing issues

- Changed all new one way roads back to two way roads

- Turned waste management facilities off and on again

- Added multiple new landfill sites (none of which are putting out any trucks at all)


The only cause of this would be some sort of bug that I cannot reset or fix.


I'm happy to send my saved game to the developers to find out what has caused this glitch so it can be fixed. I'm hesitant to play the game or start another city since all of the work in building could just come down to this glitch. It is extremely game breaking. I have attached a couple of pictures and a video of the issue, apologies for the shoddiness of this!

I'm going to revert to an older save however I will keep this one in case I can send it through to someone to take a closer look. I also have a video if helpful and can send through any more info.

Before you change anything.
* What % is your traffic flow?
* What is your trash budget set for? It should normally only be set at 100%.
* Do you see incomplete semi trucks and trailers or farm tractors without trailers. This implies your at vehicle limit. If you are, it may be fixed as we fix your trash issues.

Using a copy of your city, drop your garbage budget way down. See what happens after 5 minutes.
* Check and see if your Services are sending trucks properly.
* This checks for pathing issues. If pathing is ok some trucks will make their trips. Trucks in use should not change rapidly.
It is possible to add too many services to a city. If you have Natural Disasters. Use building collapse to remove Landfills. Otherwise turn them off for now. See what happens.
If they are working increase the budget over time. If you have placed an excessive amount of Service buildings you may turn some off to get services going again.
* Check back to report how things went or if there is still a problem.

I only use incinerators. Landfills are a pita, as they only collect garbage but don't get rid of garbage.

The other garbage services were problematic for me when they first released, so I just never used them.

The incinerators will take care of the whole map by themselves.

Maybe just turn off landfills for now. Once you get garbage under control, then you can turn on landfills and set them to empty one at a time.

Too bad paradox doesn't allow shared saved games for consoles too.
