I'm playing console version on PS5. I started a new city this week and just happened to notice that when I click to start emptying my landfills, the "garbage trucks in use" count changes as soon as I click to empty but no trucks are seen entering or leaving the landfill. One landfill for example, shows 1/15 trucks in use until I click to empty then it changes to 15/15. A second landfill says 10/15 in use and then 7/15 when emptying. I would expect the count to stay the same until trucks arrived or departed the landfill. Am I missing something or is this a bug? Thanks!

Are there more garbage services available in your city or do these two just move the garbage between themselves? You need an incinerator to burn the trash to get rid of it. Or a recycling facility to make goods for your city. I can not tell from your photos.
* If you have Natural Disasters DLC you can use the building the collapse feature to remove the landfill and replace it with a new one without waiting for the full landfill to empty. Cheaty but effective.

I have five landfills and a recycling center. When I reached the population milestone, I plopped down three incinerators to start emptying landfills into. That's when I noticed the odd truck counts. (I didn't check the other three landfills to see if their truck counts change when emptying.) I also recently installed Vehicles of the World DLC (alongside the most recent DLC released.) Perhaps it's glitching the truck count?

I imagine that truck counts depend on the demands.

If you have low demand for garbage collection, then not all trucks will be in use.

May also be true that a fuller/emptier landfill may send out more/less trucks for collection.

But everything looks fine from here. It seems as intended.

All of my landfills have the same behavior. In the case of my other three landfills I just checked, the "making rounds" count is 2/15 and "emptying" count is 0/15. It's as if there are two sets of trucks, 15 that are making rounds and 15 that are emptying. Clicking "Empty" toggles between two counts. It's less a problem than my curiosity on the game mechanics, my city has plenty of other issues to manage :) I'll keep an eye on it just to see how it plays out.

If you place too many landfills/incinerators the city goes in a gaming mode. Like when you have too much traffic on roads, they backup in a single lane. Except the garbage service will reduce the amount of trucks available to just 2/15, to let you know something is not right and your garbage collection will get worse until you balance your garbage collection to what the districts wants.

I just usually leave it at 2/15 and just plop a few more incinerators in the district.

All similar services will do this as well.

If you want to balance out each district, then maybe try a new one-tile city and experiment on how many incinerators can be supported for each tile while having 15/15 trucks collecting?

I avoid landfills and cemeteries, as they need emptying and a pain in the behind to keep emptying all of the time, especially with 9-tiles of vanilla game. not to mention having to empty 25-tiles worth all of the time. You wouldn't hardly have time to play the game, otherwise.
 
I have since replaced all my landfills with incinerators, but trash collection at the time was operating normally. I'll take a look again with the next city I build. :) Unless the game mechanic is there are two sets of trucks (15 for collecting and 15 for emptying) I would expect that when you click Empty, the truck count would not change until a garbage truck came or left the landfill.
