I have two kingdoms, Croatia (elective, primary title) and Hungary (Gavelkind). If my first son has land, then he is the heir of Hungary as he should be, and whoever is winning the election in in Croatia is the heir of Croatia as he should be. If none of my sons has land, then the heir of Hungary is whoever the current heir of Croatia is (whoever is winning the Croatia election). I have not tested what happens if my first son has no land but my second son does.
Clearly this makes life very easy for me as long as I don't give my sons land, but it surely can't be intended behaviour.
Edit: To clarify, if my sons have no land and the heir to Croatia is a valid character for me to become, then the kingdom of Hungary is inherited by the heir of Croatia. If a son has land, then he inherits Hungary. If the heir of Croatia is not a valid character for me to become, my son inherits Hungary.
