Since the latest patch has come out, I’ve noticed that some level 2 versions of skills are no longer available. For example, I seem to be unable to acquire “fertility preacher lvl 2” for officials, “politician” lvl 2 for scientists, and either “aggressive”, “cautious”, “trickster”, or “unyielding” at level 2 for commanders (however, I’ve confirmed that “void hunter” lvl 2 is possible). I haven’t seen any mention of this in the patch notes. Did I miss something? Is this a bug?

I think one of the ideas in the leader changes in 4.0 was to give fewer traits but make each trait stronger. So I think they might have compacted some of these traits into a single level as part of that change, and then when they reverted the "traits every other level" change they didn't un-merge the two levels of these maybe?
