It depends... Some monarch-stats downgrading events are temporary but they can have an impact on other aspects of the game. There is no general rule and you have to see if other choice (if available) is "worst" or not for the situation.

For Dauphiné, only in Meeting at Chinon in 1429 but only if some French provinces are still under English control and if Burgundy didn't head the Regency as result of the Legacy of Charles VI.

For France, in 1430 and only if Charles VII was crowned and some French provinces still under English control.
