I just noticed that germany always places ~ 90% of its tank and motorized divisions in front of the maginot line, and attacks belgium and the netherlands mostly with infantry divisions. If i use the "fullcontrol" command to move the tank divisions to the belgian border, the ai immediately moves them back.

Maybe the AI sees the biggest threat coming from there?
In CORE we use "largefort = 2.0" setting in ger_france.ai to prevent the ai from attacking there.
Could you add this value to the german ai settings in your save and test again?
 
Then try reducing largefort to a reasonable level - with the setting of two we don't see attacks there either except FRA has removed almost all divs (the 3-4 locked FRA divs are often enough to prevent the AI from attacking).
 
This problem of MOT/Arm waiting useless at the maginot line while other forces have to invade france is a mayor drop of the german performance in 108. :(
