ive noticed several things

1. it never seems to fire

2. theres no case where RSI has a portion of germany (and thus the event(s) cant fire)

3. korea has just no chance if it goes to war...

4. haiti and the dom republic always go to war...but no one ever does anything

5. and the same applies to the commune and germany

1. it never seems to fire

I disagree; it seems to fire most of the time.

2. theres no case where RSI has a portion of germany (and thus the event(s) cant fire)

Yeah, it's not practically possible to fire functional surrender events for every possible scenario. Just look at vanilla: a huge load of work from the developers was supposed to go into that surrender/map redrawing event after WWII but because of the unpredictability of the game (even such a scripted game like HoI2 vanilla) we constantly see all the usual weirdnesses like nonexistent/irrealistically small DDR or FRG, France only owning 3 provinces from the mainland, existing Vichy, provinces of different nations here & there, everywhere...
3. korea has just no chance if it goes to war...

Neither does the Italian Federation if it has to fight the Commune of France and Austria at the same time. Korea is not meant to be able to resist all the strong enemies around - even Japan - unless played by a crafty human who knows how to make the best of the situation.

4. haiti and the dom republic always go to war...but no one ever does anything

All the defensive bonuses they get mean that neither party is able to attack the other - this is normal and just a shortcoming of the game engine that we can't do anything about.
5. and the same applies to the commune and germany
That's new to me as well. Usually I see the Commune curbstomping Germany, and occasionally Germany breaks right into the French heartland in the beginning, but to me it seems that the war is always fast-paced and doesn't last very long.

korea has no chance with a human. japanese air supremecy make manouvers, the humans advantage, impossible

italian federation can survive a suprisingly long time actually. usually it can take out the socialist republic and last 2 or 3 years (or survive if germany enters the war). but sumtimes the commune breaks through immediately and once the mtns fall its over

Actually, I've played another game yesterday with Mongolia, and this time, it did end up being a stalemate. The war triggered pretty early, though, something with an ambassador was the casus belli. Carlist Spain is winning the civil war but doesn't seem to be able to win since the CNT-FAI is holding out behind a river (not the first time this happens...). As for Korea, I haven't actually played it but what happened to me in the same game was that Japan destroyed Korea on the mainland, but Korea is holding the island Jeju and so are still alive.
