Germany Vs Yugoslavia issue.

1.02 Playing as Germany I managed to get Yugoslavia to join my alliance. After a few months the event for them to quit my alliance fired and they left. This was followed by an event for me to leave them be or prepare attack plans for yugoslavia. I decided to prepare plans. This is where I run into trouble. After this I go to declare war on them and the game tells me I cannot attack them until april 1940. It was already may 1940 at this time so I was a little perplexed. For a year and a half now I have been unable to attack them. I've tried loading up my save game with my allies (Hungary, Italy) and they have a similiar "You cannot declare war on Yugoslavia again until xxx time that has already gone by." This is quite perplexing. It is literally impossible to attack Yugoslavia in any way ever for me.

Does not sound like a technical problem.
Assuming this is with a game started under 1.2 then:
Report it as a bug following the instructions in the sticky thread.
I have heard this before you may want to check around for a work around.
I assume you should be able to do it with a file edit.
