This is just a half-suggestion, because I'm really unsure. The idea is that instead of ZoC extending to all adjacent provinces, it would only cover the province occupied by the fort. So, you could walk around an enemy fort all you want, but if you enter the fort province you could only go back from where you came. This still let's us block off a border completely by just building forts there, but we would not have to deal with the odd ZoC rules anymore. Fort costs would of course be lowered.

I'm just throwing that out there, because in my view it seems like a good idea, but I want to know what people think of it as I have probably missed something.

It defeats the purpose of the new fort mechanic and also makes attrition/defensive play redundant. They actually got the fort ZOC mechanic right (I was surprised). It is slightly still confusing since it is new and I do think the map overlay for fort ZOC is a bit wonky.

How? The primary role is to block movement, and they'd still do that.
 
Yeah why implement a mechanic and then remove it again? Forts are much more strategic now and it makes wars actually much more interesting. The only thing that really isn't working are forts and HRE, since the Emperor has a free passage through all Imperial provinces... this should be changed so forts in the HRE wars involving the Emperor aren't useless!

I find it confusing sometimes why my armies can march through one province and not another, when they seem to be equally adjacent or non-adjacent to unoccupied enemy forts. The overlay could be a little clearer.
 
What about forts costing a small sum of the price they currently cost but also taking a little manpower on the way? i think the maintenance for basic level 1 forts too overpriced. As far as i remember, having a massive Allhambra-like fort is the same price as having a small palisade...
