I have started a game from Gaius Marius scenario and am trying to deal with Numidia. I have been tryng to get Massila to aid me in this. I have taken Mauretania (so the can get into Africa without ships), given them Call to Arms and military access but the best that happens is one unit wanders into Spain and then heads back to Massilia. Funny thing is if I load up a saved game with these things done and switch to playing Numidia the Massilian units will quite happily tear into Africa.
 
Allies definitely are a mixed blessing. If your ally is adjacent to your enemy and has a core or two on his provinces, the chances are very good that the ally will attack and support you. (In one game as Rome, allied with Egypt, we took turns declaring on the Seleucids and coming to each other's aid.) If the ally is remote from the enemy the results are usually as you describe: a few units wandering around not helping much. Another thing you have to watch with allies if you are the leader of the coalition is that they have a nasty habit of grabbing a province or two and then making peace, leaving you to face the enemy alone.
