Getting an Ally

Playing as Sweden--->Scandinavia in 1875, Russia is regularly declaring war every 5 years. I can hold a defensive line, but I can't support an army large enough to advance into Russia. I have perfect relations with Austria, but they don't want a military alliance. My BB is 18. Austria lost the seven weeks' war, and they have a defensive alliance with me. What will it take to get a defensive alliance with them?

18 BB is probably too high to get an alliance with Austria even if you have perfect relations. And it is also possible that your BB is causing Russia to declare war on you every 5 years. Try to decrease you BB either by releasing a sattellite or editing the save game itself. Once I played as Brazil, I allied with the UK, I declared war on Argentina, took almost all their provinces in a peace settlement and when the time came that the alliance expired, I tried to lure the UK into an alliance again but it did not work. I had a little over 20 of BB that time I think.

So, try to lessen BB by releasing sattelites and try to improve relations with Russia?

Well, now I have 5 BB, and I'm still having trouble getting alliances.

Try to make exceptions, like Prussia/Germany or the UK.
