GetTitleByKey used in Game Concepts causes a Crash on Startup

Description​

If you use the `GetTitleByKey` localization command in a game_concept description, the game will crash on startup. However, if you comment out the `GetTitleByKey` lines in your localization file, start the game, then uncomment them out and use the `reload_text` command, the localization appears correctly. So while they work in game, they will crash the game on startup.

Attempt to use the `GetTitleByKey` localization command in a game_concept description and start the game.
