Ghilman rebels in Burgundian subject

Description​

Playing as Aragon into Spain, formed a PU over Burgundy. In the mid 1500s, my Burgundian subject with provinces only in France and the Low Countries spawned Ghilman rebels.

Steps to reproduce​

1.36.2.0
Play as ARA (Ironman)
Gain PU over BUR through the Duke of Burgundy event.
Form SPA
Saw a warning of Ghilman rebels at 80% progress around 1570

Confirmed.

In common\rebel_types you'll find eunuch_rebels.txt, ghulams_rebels.txt, & qizilbash_rebels.txt are all missing a factor = 0 modifier on their spawn_chance for not having the associated estate. This is clearly unintended, as janissary_rebels.txt (correctly) includes such limitations.

This means—as of 1.36—rebel types of these estates can appear (almost) anywhere, albeit with a low base chance.

For the record a similar thing happened in my ironman game as Norway, (same 1.36.2 version)

While having a PU over Sweden, Swedish Ghilman spawned in White Sea area (former Novgorod) around 1660.

Interestingly (unrelated), the Burgundian Inheritance fired earlier that game on me (as Norway as well).
