Ghost Windows

Occasionally when I am playing a country, what looks to be a window pops up and then immediately disappears. I cannot discern what was in the window. This has happened when my hands are entirely off the keyboard and mouse, and has happened at least once in most of my games.

i have had similar problem when i had pressed enter to much before , so it closed some windows that appeared later. Don't know if it's the problem on your case, though.
