Glitch/bug in domain limit and vassal limit in recent software patch

Description​

Just recently, playing at the Byzantine Emperor (or any other character), my domain limit is stuck at 2 maximum (there is a "Above Limit: -5" penalty).

Similarly, my vassal limit as emperor is stuck at 1 maximum.

Steps to reproduce​
