Got an event that gave influence even tho I'm feudal

Description​

Playing as russia I created greco-belarusian hybrid culture. I tool palace politics and roman ceremonies traditions. I'm still feudal tho. A bit later I got an event, something about a wise man wandering in my capital. The problem was there were no good options in the event, only "gain influence and take a penalty" and "have a chance to get a penalty". This obviously shouldn't happen if I'm not admin.

Steps to reproduce​

1. Make a hybrid culture with palace politics and(?) roman ceremonies
2. Stay as feudal
3. Get the "wandering wise man" event
