I may be missing something simple but I can't figure out how to change government types from democratic to communist. It's easy to change their ideology but unfortunatly this doesn't effect the actual type of government. (trying to put a communist government in mexico, but I can only manage to change their ideology not their system).

You mean, changing it through EDITING? Or in the game? You can't move from democratic to either communist or fascists normally ingame, unless you're couped.

You can if the ministers file have communists or fascist as election alternatives. Both Romania and Japan can go fascist (PA) this way, probably others as well.
Not entirely sure, but arent there events that can change it as well?
Yes, what I meant was that in the majority of the cases this is not possible. Only in countries that have historical fascistoid replacements
