government wont cange

Hi i dunno if it is a bug or just strangely moddled but i have all installed all political reforms i.e. suffrage, free press, etc... but as prussia after the 1848 constituion, my gov. wont go democratic. Anyone els having this problem?
Of course im using 1.03

If you are a constitutional monarchy, you cannot change to democracy. You'd have to become a monarchy again and then straight to a democracy.
