Otherwise, you can influence IG clout with buildings: nationalize the aristocrats' farms to lower their influence, build factories to strengthen industrialists. Change the secondary university PM to shift jobs (and therefore, income, and therefore, clout) between clerics and intellectuals.

In addition, hiring/firing/promoting generals also changes IG clout.
 
You now need to indirectly influence IGs. You can bolster or suppress political movements instead, which pressure IGs in order to affect their ideologies. And the clout of IGs is influenced by ownership, jobs, etc.
 
It seems to me that social engineering and other factors like say "general promotion for the purpose of IG buffing" are stronger tools than putting 200 precious authority on it and hope for the best with movements. And then you still have agitators and such. Your 200 authority wont bring you far if you dont understand whats under the hood in your society in terms of social make-up and where its logicaly heading too.

In that sense, it's quite easy to swing things dramatically in very small country's and it might take quite a while in very large ones. Who are you playing at? if its not a very large country it should be easy to give tips to guide you to the social and political outcome you most desire to see.
