great another prob

Ok so i got my colors fixed but now i got another problem!

Anyways first off in game i can tell the resolution has changed because everything looks smaller and the intereface does not fight as it should on the screen... Anyways that i did not mind but then when i went to change how much consumer my country gets i couldnt! There were no little arrows so i could move the thing .1 a point so i had to manualy move it. Not only that the console doesnt come down... Help

Anyone help? I want my old resolution back to HOI and i want to be able to bring down console and have the intereface fixed...
