Playing the GC as the US, this event fired. The wording said something about a great fire in Honolulu (I had taken over Hawaii about 20 years prior.). But the killer was I lost two factories in North Carolina! 
While this was annoying, for some reason the POP's inside the factories died, all 20 of them. That's what two million people (Both factories were level two with full employment, ten apiece, with maximum population for each POP.)?
This would be a national tradgedy, especially considering I had no Chinese in NC (only Yankee/Dixie with Protestant/Catholic).
I don't know if this is a bug, but I have had previous 'industry destroyed' events, but not specifically tied to a particular place (Honolulu) and hit another state (NC). Also no POP's died in those either.
