Yeah, I've been playing as numerous countries and so far I've had a hard time raising gdp as when I do I get massive inflation, however when I bring it back down to normal, 9% to 3% for example I lose all of the gains that I have made when improving the economy. What do I do and what am I doing wrong?

Inflation rates in the game are not what you would expect. They represent not the annual increase in inflation but the accumulated inflation since you started playing plus the starting inflation. As long as your GDP growth has been greater than your inflation increase, you are not in trouble.
