Hacking the GC

I want to play a GC as Venice, but I am in the middle of a standard GC as Austria. If I hack the GC file to play as Venice, will I still be able to play a normal game as Austria? In other words, is the save game file self-contained, or does it reference the GC.eug file every time I load the saved game?

savegame files are COMPLETELY independent from the original scenario,
