Hangs for Administrative empire

Description​

I'm playing administrative empire and rule a half of the world and game hangs every several days or every month, mostly unable to play. I guess it's because of administrative gov and events (AI actions). Tested on different PCs with different setups, same result.

Steps to reproduce​

Have admin empire of half of world or bigger.
