Might be a dum question but not sure, but is there a way to build harrenhal in the Century of Blood start?

By the way, what are you gonna do with the county, considering that Harrenhal doesn't exist yet? Turn the duchy into something like "High Lordship of the Gods' Eye"?
Pretty much, the county is renamed to Godsfort and the duchy to The Gods Eye
