In canon, even without dragonfire, the place was noted as being too big to garrison effectively. The whole thing is essentially a white elephant built due to pride and hubris.

It was noted as being to big to garrison or heat effectively for anyone who wasn't an incredibly powerful lord. The lords who inhabited it since Harren fell have all been minor lords and as such couldn't field the men or money for the place. A King or even a powerful Lord Paramount would find the place acceptable as they would have enough troops on hand to garrison and enough men and money to make heating it effective and affordable.

Think about it this way, Harrenhall could garrison say 5,000 men (no idea if accurate using for math) as a High Lord (the duke ranked vassal) you only have 2,000 men thus it is to big and parts can't be used but still must be maintained and thus is expensive. If however you where a King or powerful Lord Paramount you have 5,000 men, now regardless of what castle you have you still need to house and garrison these 5,000 men thus having 1 super castle or 5 regular castles makes no difference in terms of cost and its more efficient to have them all in one place anyway. In short Harrenhall is a perfectly habitable place but only for those powerful enough to be worthy of it.
