I think I will need proper repro steps for this one.
When manually firing the event it seems to work as intended: It targets the first state without the modifier of the related nation, in order of GDP.

When manually firing the event it seems to work as intended: It targets the first state without the modifier of the related nation, in order of GDP.

The repro steps would be to elevate another country's state to have the highest GDP in the world then fire the event. There was a report of Japan receiving this modifier for example.
