Has anyone made an *.inc file starting in he 1580-ies?

I would really want to make a scenario when you can play the Netherlands just after the initial revolt. Starting the scenario with the Netherlands in war with Spain, controlling at least the three nortern provinces and allied with England.

What i wonder is what the average techlevel should be for the nations at this time 1580? I thought of using either the 1520.inc from struggle for the baltic or the 1617.inc. But i cant determine the correct techlevels.

Maybe the average between 1520 techlevel and 1617 could be correct? The reason for why i want to make this scenario is that i think its way to easy to play the Netherlands in 1617, even on furios/hardest.

there is no such scenario in the scenario page, so i think you need to make it yourself. It is hard to fin the other scenarios.
I think that the tech levels should be closer to the 1617 file then the 1520.

Start a hands-off game -> Wait 'til 1580 -> save game and check the files

Should give you a general idea about the tech levels. But I do think the best would be if you ran a fue games to double check them
