Not Bugged, it works, just the ai has priorities, better question to ask, is how big is your sector, how many planets are within the sector, are the needs of the pops there, is there a surplus to allow for the building of a station, as it uses your designs, are they too expensive, do you have designs for the smal medium or large ones...etc etc.. Sector management wont just insta build all of it.. it will come

well the issue im having is that im pouring minerals to them but they are not even building a constructor ship

This. I have a game with 250+ Systems and 15 Sectors. And non of them, nomatter how many minerals/energy they get, they never build any constructors or stations.

yea im trying to find the relevant file to get them to build but so far i cant find it no matter how much budget i set them

when i get back to my computer im gonna add military stations to the sector_type file and see if it does anything
 
ok so even if i bump their budget to 0.38 out of 1 they still refuse to either build constructors or stations ?
any dev wanna give me an idea what im doing wrong?
I don't think the sector AI is meant to really handle ships. It does a passable job developing planets, but it doesn't really build any ships at all. This is one area where Paradox assumed you'd want to micro, which makes sense because they're very situational defenses.

But the idea of the defensive stance for sectors is for them to bilud defences and they need constructors to do that.

Also anyone been able to get the ai to make stupid defences with lvl 1 lasers
 
part update part bump : i think ive been able to get them build spaceports and upgrade them, they have also occansioanlly build military stations on the sector capital however they can install modules and so far no sign of additional military stations being built

I would kindly disagree, the AI does a very poor job at developing planets in sectors. When you have for example a Alien Toy Factory with 6S and 6E Science the AI doesn't hesitate to replace that unique building with a hydrofarm :^). Sure you can say don't replace the buildings, but when you want to redevelop a sector from science to mineral or you are unlucky and the toy Factory is in the middle of your mineral sector the AI doesn't care about 12 flat research points.
Also i sometimes stumble over tiles in sector planets where tile ressources were ignored even when i say it should not do that.
