So, using the Stellaris Galaxy Generator tool made by BlackPhoenix134, I managed to create a static map with predetermined spawning points. However, I running into a couple issues, use some help.

The first, is that while the map loads alright, the game won't generate nebulas leviathans, fallen empires or enclaves, only generates marauders into single stars, and doesn't create advanced empires. It also doesn't fully use initializers, for example, if Your faction has Sol, while it generate Sol it won't generate any of its preset set neighboring systems like Alpha centauri.

The second problem is that it has the unusual habit or renaming all custom and pre-scripted factions in the game, and in some case won't properly name their home systems.

Does any have any idea how might fix this, or can point me to an example mod that provides a static map, but doesn't have any of the above mentioned issues?
 
Star Trek New Horizons does this.

But that's a big overhaul mod, so not sure how much help it will be.
