Having windows autoscroll back to the top every time something changes is IMMENSELY irritating!

Description​

We've all seen this. You pop open the "Current Situation" window and scroll down a bit. Maybe you've had a war and have a bunch of prisoners to ransom, or maybe you just got Golden Obligations and have a bunch of hooks to cash in. You click on one of them, and ransom/demand payment...and the Current Situation window scrolls right back up. So you have to scroll down again...and again...and again. It's especially bad if you have a long list and you're trying to keep track of certain entries. Same goes for other windows, like Court Positions. You want to assign a bunch? Get that scroll finger ready, because every time you appoint someone you'll have to scroll back down to that spot AGAIN. It seems that this always pops to the top whenever anything changes (which can also be incredibly annoying if a change occurs while you're browsing it), but it doesn't differentiate between game actions and player actions.

I don't know how this has been left in this state for so long because it is a constant and blatant source of irritation!

Steps to reproduce​

Do anything in the Current Situation, Court Position, etc windows when they are scrollable. Watch it pop back up to the top.

For me it is the outliner jumping back to the top whenever I pin or unpin a character.
