After having tested the Multiplayer Enhancement Mod, I would like to create a new fresh MEM group to have some fun and discover another aspects of our favourite game. :)


1-Game schedule

The fisrt game is planned until mid-end december 2007 and will start at this date or in jan 2008.I know that most of us have games running + christmas/new year coming. So we can take time to prepare !

2-The Chief and substitute(C&S)

I suggest each side (axis & allies) should have one chief of head major state.He will be the one that is allowed to take over any minor of his alliance, be the link beetween majors, and be the substitute in case any major of his alliance is missing.
This is a responsibility chair that fit very well for the people that are often busy and cannot show every sessions. :)

3-The Rules

It could be fine if we create a new ruleset specially for our group, we should have a look into the existing MEM rules and try to improve them. ;)
First step could be to have a look in basis of the 3 well known 1936 camp ruleset and adapt them for 38 MEM.

4-Teams versus

The game composition consist in a 4 vs 4 that is in fact a 3+1C&S VS 3+1C&S, the goal is to have minimum a 3 VS 3 starting with C&S as minors or major substitute.By this way if we get good communication each other less sessions will be cancelled and less time will be lost waiting in vnet.

I would also ask for no more than 2 sessions per week. Hiensen, if you can come to v net, so I can test router. :cool: ;)

yeah I agree, I consider this mod as best I know, it take many ideas from the MOD 33 (that I like too) and fix many things from DD and arma, it's a step forward in realism and gameplay.

1900 CET is 1 PM our time Nicophorus. 2000 is 2PM of course. It works for me because I work the third, I go home, go to sleep, get up to play. :cool:
 
1) i should have 1.081 ready by the time you chaps start, maybe even 1.082 if u start in jan and i manage to test a new manpower concept.
2) as to rules id really suggest scrapping a lot of them except those that are hardcoded by game mechanics - like leaving units in puppets during peace to save supplies etc etc.

sorry if it took me time to answer but I was in Paris for few days,now I'm back home.Of course I count you with us Zajac.
Dexter we will see when we are all ready if we try a match Polish vs others or mixed teams.

That's good, I'll be able to rename properly my units without maps hotkeys disturbing :)

yeah I think too,mem games looks much more realistic so no need lots of rules/guidelines to avoid gangbangs or silly stuffs that may not happen.

IMPORTANT !!!!

0.0 : This ruleset doesn't cover all aspects and holes of the game engine.It does just show the historical way to follow.So instead of creating dozens of new rules,the players must agree in playing fair,respecting their opponents and the gameplay,so any unfair action done or going to be done shall be discussed with players that will take the right decision in order to keep a nice way of playing.


IMPROVEMENTS AND DOCTRINES

1.1 : No fort limits
1.2 : Building province installation (AA, ports, airfields, reactor, rocket test site) into pool is forbiden. Only by clicking directly on the concerned province.
1.3 : No flying bombs or rockets till 1943


UNITS IN THE FRONT


2.1 : Urban Limit for stacking units is 36 and 48 for >72 attacking units
2.2 : Amphibious landing is unlimited
2.3 : No SR through a territory that contain enemies ground units which are not retreating,or when you're bombed by air
2.4 : Recycling units(disband) is allowed only if they aren't already encircled or outflanked
2.5 : During peace time you must supply ALL your OWN divisions,air and fleet in your OWNED provinces


DIPLOMACY


3.1 : No war till Danzig except for events
3.2 : Phoney wars isn't allowed,and when you are able to take last Victory Points or Anex do it quickly
3.3 : You must respect peace treaties and no agression pacts
3.4 : No one is permitted to allow military access to foreign troops unless they are at war with a common enemy.
3.5 : Allies-Kommintern cannot grant military access to each other
3.6 : Liberating a country is not allowed if purpose is to supply encircled armies. At the liberation time, there must be NO encirclement or even danger of encirclement.

4.1 : Germany must declare war on Poland at Danzig Event.

4.2 : Germany can break the R/M pact,if he do it bring forward USA entry by 6 months

JAPAN RULES

6.1 : Japan must accept no agression pact with SU at Khalkin Ghol event

6.2 : Japan may not DOW the SU until it has achieved the following strategic objectives: The capture of Guam, the annexation of the Philipines, the capture of Borneo, the annexation of the Dutch East Indies, the capture of Singapore, the capture of Rangoon, the capture of Port Moresby, and the Australian VP possessions.

6.3 : Japan can DOW USA at anytime after his DOW against allies

UK RULES


7.1 : Allies alliances allowed :
-All the countries Axis dow and every countries outside of axis sphere of influence after danzig​

7.2 : No CW troops in the Med (SA,NZ & and Australia must remain in their home provinces until Italy is in the war).

USA RULES

8.1 : USA conditions to enter the Allies :
-Axis put a feet in North or South America
-UK homeland is being invaded at 50%+ by Axis
-3 months after when Japan DOW allies
-at Pearl Harbour event
-at december 41​

8.2 : USA cannot garrison Philipines of units to respect the Japanese surprising attack and the rule that say you must supply all your troops in your own territory while at peace

8.3 : USA mustn't accept Yamamoto assassination if Pearl Harbour is under Japan hands

8.4 : Each seperate Axis DOW/Alliance with the following countries: Turkey, Spain,Tibet, Persia brings forward USA entry by 6 months and attack on Spain would allow USA to join the war 1 July 1941(may not DOW Japan unless Tibet was the country attacked). If Turkey and Persia are DOW/brought in to alliance USA may enter 1st January 1941.

USSR RULES


9.1 : R/M go historical(full pact),USSR can dow germany at jan 42

9.2 : SU must wait and accept End of Winter WAR event and take his owned provinces,in the other hand if SU want to Bring Socialism,NAP is broken and germany can DOW USSR from april 40

9.3 : USSR can break R/M pact from Vichy event,if he do it put back USA entry by 6 months

9.4 : USSR must accept Bitter Peace if offered and respect peace time agreed by treaty. When peace treaty has expired, USSR is free to DOW.

Here I have quickly made a starting model for a MEM ruleset;I took my ruleset as model I have cut some useless rules and added some things from aussie's and spartans' rules. :)
Now it's your turn guys to invest in it and suggest what we should delete or add. :cool:
Besides I would like to keep a relatively short ruleset, no need to add one rule for each point/hole in the game. We must refer to the rule 0.0 for that. The things in wich we have to discuss is about countries war entry conditions, trades, diplomacy, etc etc...

IMO these u dont need as they are "fixed" by game tweaks. Like
4.2 : Guarantee of independence is forbidden. it costs just WAY to much to be possible (10 000 gold).




1.1 :The first trades already in place must be respected till the war between the two sides concerned
1.2 :The trades between GER/SU and USA/JAP must be free and fair till the war or embargo event(for usa)
1.3 :Allies may not trade for rares with AI countries that are not allied to.
4.2 : Guarantee of independence is forbidden.
3.1 Anschluss, Munich Treaty, End of Czechoslovakia, Memel, Danzig and Poland join Allies,R/M Pact should go historical.
5.1 : Axis alliances allowed :
-Austria,Hungary,Romania,Bulgary,Italy,Argentina,Nationalist Spain,Finland(after the end of Winter War event),Japan

5.2 : As R/M pact go historical,germany is allowed to dow ussr from april 41
7.2 : Japan must DOW Nat China at Marco Polo Bridge event
7.4 : Japan is allowed to DOW allies after first vichy event

9.5 : Should the UK ally with anyone of the above countries USA war entry is put back 6 months.
