Heir cannot inherit while traveling. game over when player die with no backup heir.

Description​

In elective sucsession, primary title empire tier, heir becomes unelectable while traveling. Noticed it when the popup for a new heir appeared. seems like characters who are traveling temporarily become unelectable and have to manually place my vote on him when he gets back. If the player character were to die during the absense of the heir could lead to game over in worst case scenario and get a bad heir in best case scenario.

Steps to reproduce​

empire title -> elective sucession -> Heir goes to a party -> player dies -> bad heir/no heir -> possible game over or really annoying

Game Version​

1.9.2 (older version because mods, but can reproduce without mods, and i need the older version because mods take time to update)
