Hello, I'm Saka and I wanted to share my minor success here as a first time modder. I was excited to see the modding tools for Imperator and was motivated to try something out of the box. I wanted to create a mod that takes place in my home state of Indiana in which all counties are independent. This is a proof of concept more than anything else, just to see if I could make it happen. Here is my progress so far, I have each city (county) independent and to see if it would work, I went down the countries list and attached each to one county. I obviously need to find where the game pulls the "zoomed out map" from, and do some naming. My ultimate goal is a total conversion set here. As a new modder it will be slower than those comfortable with it already, but it gives me something to strive for.

Future plans:
A new country for each city, 92 in total, each with unique ruler and flag.

Regional cultures - Southern, Indianapolis, Northern, ect.

New pop types - Farmer, Workforce, Student, Entrepreneur - Each with bonuses and malices. No such thing as a population that's completely beneficial! This will allow the player to make decisions on how hard to push technology when students take up tax money (simulated loans) for example.

If I can find a way to add mana for positive popularity, something like simulated voter support.

If the Maya converter works in blender, eventually I would like new unit models and types.

Custom events, some that apply to every country and also country unique.

So these are my thoughts, I hope to showcase updates on my YouTube channel from time to time and play a campaign when done. If there is interest I can always post to the workshop. Feel free to let me know your thoughts.

That's a neat idea.
I've been to Indiana twice, as an aside, the State's one of the best in the US to visit for any outdoorsy types, I feel.

The zoomed out map the game uses is located at /gfx/map/textures/flatmap.dds . I think that's what you'd be looking for.
 
I wish you best of luck, a lot of free time and patience, because you'll need it for such a big project, especially as a new modder! As long as you stay ambitious, it's certainly doable.
