HELP: cannot find the file with decision to change government

I need some help here,

I changed the localization files, create the government type, but cannot find the archive where to edit the decision to change government.

You're looking for conversions.txt in "decisions." You'll need to create a new decision to reform to the government type you've come up with, but it shouldn't require much more than copying and editing one of the existing decisions, then providing localization. Keep in mind that a new government type also won't get access to the decisions to shift into other government types, so you'll need to edit those as well.
