Okay, Sounds like you need to wipe EU2 from your system and reinstall, then patch to 1.07 and try with just this patch and no mods or betas, see if that works.
when you reinstalled did you install to the default directory?

Wipe the game from your system, following the instructions in the self help sticky thread. Then reinstall to the default drive and path and apply Patch 1.07 then the last beta patch.
