As germany in 1936. On July 11th you get offered this event called
"Austro-German agreement" Why not just annex them now rather than wait till March '38? Are there any negative side-affects of annexing them now?

You don`t annex Austria, but go to war.If you win,you can annex them.I am not sure,if Austria`s provinces are considered national at this time, but I think they are not. Therefore you will get less benefits.Plus a war so early could turn France into the war.

If you annex them later ("Anschluss"),all provinces will be national (providing more MP,TC and IC),plus you get the whole Austrian army.

It says, if you go to war with them, all their provnices will be considered national. This means, if I get it right, all of their IC and no partisans. Nevertheless, I always wait for Anschluss, since you get their army, including a precious HQ

Ok, my bad.
No worries. You do get an HQ in most vanilla versions (1.3, 1.3a, etc.). Stony Road doesn't give you one, which makes sense in some respect. An HQ should be specific to your country, and even though the Germans would have inherited a lot of generals and staffers from Austria, giving them an HQ as a result of Anschluss is a bit much.

EDIT

See http://niehorster.orbat.com/036_austria/army.html for the composition of the Austrian army at the time of Anschluss. Stony Road gets it bang on, except they give you too many Mountain divisions. 1-2 would be more accurate.
