Yup. Do you want to make a separate mod (with a directory of its own) or just mod directly in the game files?
Anyway, this is how you do it:
Find your game directory.
Open the history folder (or mod/#modname#/history, if you're working in a mod directory) and then provinces. Find the file called 78 - Suebi and open it with Notepad, Word or whatever you like. Now you can change civilization_value = 30 to civilization_value = 50 and save the file (with the txt extension).

I'm modding it directly in the game files, and all is well until I want to save it.

It says that it cannot create the file, make sure the path and filename are correct. But I haven't touched the path and filename. So what do I do now?
 
Alright, it seems you've come over a protected file. Save it as 78 - Suebi 2 or something and then delete the original file and rename this one to 78 - Suebi.
