On the slight chance that I'm not the only one still playing the Cold War Extention mod,
or that what I'm asking is generic to AoD and can be solved by someone else, here's my question:

What setting allows a country to drop nukes?
I've built several nukes and have put them on ICBM's (i.e. strategic rocket with a range of 15,000).
I want to nuke a province in GER (I'm the USA). I select one of the rockets (based in Chicago, plenty of range), and go over and r-click the province I want to level. The only option is 'none'. I look in the tech/overview tab and under 'nuke' it says 'no'. Grrr.
(it might have something to do with the option at the very first, the one that gives you the option of no nukes, normal nukes, or nuclear proliferation (i think its called). I always choose normal, and certainly did on this game. but even if it messed up, there's got to be a way to reverse it.)

What switch allows/disallows nuking a province, and where is it? I.e. turn that 'nuke = no' to yes.
I'm getting quite proficient in adjusting the save game file so that's not any issue. I've looked in the current save file for my country but didn't see anything. It's gotta be somewhere tho.

Anyone know how to turn on nukes?

In the CWE at the beginning of the game, as above, that replaces the 'activate' event. It gives you the option of no nukes, normal nukes, or proliferation.

Do you know what the 'activate' event does? Or even where it is, what db\events file it's in?
If I could manually change that in the save file, that's all I need.
 
My guess is that the mod designer forbids USA nuclear weapons use until certain scenario flags are activated.
For that particular mod it looks like the nuclear weapons production activation are within ...db/events/secret_weapons_events.txt
The nuclear mission activation is within ...db/events_vl/nuclear_weapons.txt
The command line is: command = { type = enable_task which = nuke }
'event 629001 USA' should be the proper console script event
The .eug flag is printed between 'airborne_assault = yes' and 'asw = yes' as 'nuke = yes' within the savegame.
By manipulating your game like this you are cheating. Therefore I will report your username to INTERPOL.

(p.s. i own interpol*. i do all the cheating i could wish, long as its still fun.)

(*in the game of course. but thats the only one that counts.)
